Failure of the renovation of the hikers' hostel because of the access road?

The hikers’ hostel in ludwigsstadt is to become a modern, appealing and unique accommodation for hikers and clubs. It is to become a showcase project for overnight stays in the entire franconian forest. At least that’s what it currently says on the facebook page of the city of ludwigsstadt. The reason for this publication was the honor of the local chairman of the frankenwaldverein, uwe bar, in the annual general meeting of the frankenwald-tourism on the 14. September. And further it is to be read: "at present it is redeveloped."

But the reality is different. Nothing much has happened so far – except that the hikers’ hostel has been closed for weeks. This reports an insider, who wished to remain anonymous. But what exactly is at stake? The hiking home of the frankenwaldverein, built in 1972, was supposed to be renovated in 2017. Among other things, the renovation of the roof, sanitary facilities, kitchen and heating as well as the modernization of the accommodation facilities are planned. The hikers’ hostel, from which one can enjoy a magnificent view over ludwigsstadt, among other things, is used for recreational purposes, but also by families for private parties.

The city council in ludwigsstadt gave the green light for the construction project months ago. In the meantime also approximately 150,000 euro at demand funds are ready to call off. However, the whole thing has a snag: because the access to the hikers’ home is not regulated, the renovation of the hikers’ home cannot be started. According to an insider, the access road is closely linked to fire protection. So far, apparently, no one has bothered. Because of the planned structural changes at the wanderheim, the access road and the fire protection have now been put on the test stand. And precisely because of a bottleneck on the approximately 300-meter-long path from the edge of town to the hikers’ hostel, there are apparently concerns about safety. The way is openly proven, however the narrow place is partly on private ground.

Since the owners are not willing to make this roughly two square meters of private land available, everything is now up in the air. And if construction does not begin by the end of the year, there is a risk of losing the claim funds that have been set aside.

For the insider all this is not comprehensible. "Up to now, no one has bothered to do anything about it", he is surprised and refers to three houses that are located behind the bottleneck in the direction of the hikers’ home. In the discussion about fire protection, he refers to a hydrant that is available near the hikers’ home. And what’s more, he emphasizes, in the event of a fire, district fire departments such as ebersdorf and lauenstein could be alerted as well. They had smaller vehicles and therefore no problems to pass the bottleneck. For him it is certain that one had to negotiate more intensively with the owners. The insider now fears that the grants could be forfeited and the renovation of the wanderhut could be off the table.

Mayor timo ehrhardt was not prepared to comment. This was not intended for the public, was heard from the city hall. Also the district office did not give any information about this case. The talk was of a need for clarification. The chairman of the frankenwaldverein, hubert bar, was also reluctant to provide any information. Solutions are being sought, it said.

"I have nothing against the renovation of the "wanderheim", according to a concerned owner, who also did not want to be named. He had merely pointed out to the city of ludwigsstadt and the district administration that a secure access road was not possible under the current circumstances. At the existing bottleneck, the public road is only 1.80 meters wide and there are barriers at the height of the passage. These are not in conformity with the law and regulations in force. Also at the opposite building a part of the private property is used for the drive-through. The owner explained that the city had been aware of the situation for years, but that it had not yet been resolved. He speaks of the fact that on the part of the city the concerned adjoining owners were asked to a discussion. All participants had expressed their concerns about the current state of the road to the city at this meeting. This is not suitable for the intended rentals after the reconstruction of the hikers’ home on 26 weekends with about 60 passages each. And in addition: "when the road was extended, the costs were passed on to the residents because of the road extension contribution statute. The use of the way was however to 95 per cent from others take place."

He could not say anything about the case, because he is not familiar with the location, said district fire inspector harald schnappauf, who is also responsible for "preventive fire protection" is responsible. It is customary and necessary for building applications that access roads and fire protection are checked. And so he says: a driveway or a road must have a width of at least three meters to ensure fire protection.

There are probably also considerations to create an alternative access route. However, also here areas had to be made available by private owners. To the hearing this does not stobt however up-to-date on broad agreement.
